TL;DR
Tanzanian Policy Lead (Carbon Markets): Supporting the assessment of Tanzania’s readiness for Paris Agreement Article 6 implementation and the development of a National Article 6 Framework with an accent on carbon-market governance, institutional coordination, and government consultation. Focus on analyzing legislation and reporting readiness, assessing registry and ITMO tracking capacity, and translating stakeholder evidence into practical implementation recommendations.

Location: Duty station in Tanzania, with travel to Dodoma and other locations as required

Budget ceiling: GBP 7,000 for the full assignment, inclusive of professional fees and assignment-related costs except travel costs

What you will do

  • Prepare the stakeholder map, document inventory, consultation schedule, and government engagement plan during the inception phase.
  • Coordinate communication between the consultant team, the UK-Tanzania Green Growth Facility, government counterparts, and relevant institutions.
  • Facilitate access to legislation, policies, technical studies, institutional data, and government inputs, and coordinate information verification.
  • Analyze Tanzania’s legal, policy, and institutional framework for carbon markets, including regulatory alignment, institutional mandates, and implementation challenges.
  • Assess institutional coordination, UNFCCC reporting, registry readiness, ITMO tracking, and implementation capacity across Mainland Tanzania and Zanzibar.
  • Contribute to the diagnostic assessment and National Article 6 Framework, stakeholder validation, dissemination planning, and technical handover.

Requirements

  • Tanzanian nationality and professional experience in Tanzania are required.
  • Advanced degree in environmental law, public policy, climate change, economics, international development, natural resource governance, or a related field.
  • At least eight years of relevant experience, including work with national government institutions on climate change, environmental governance, carbon markets, or related policy processes.
  • Strong knowledge of Tanzania’s carbon-market governance, environmental legislation, policy-making processes, and institutional landscape.
  • Experience in policy and institutional analysis, government consultations, stakeholder engagement, and developing written recommendations.
  • Excellent written and spoken English and Kiswahili are required.

Nice to have

  • Experience with Article 6, carbon trading, climate transparency, MRV, NDC implementation, or UNFCCC reporting.
  • Experience working with senior government officials, technical officers, private-sector stakeholders, civil society, and development partners.
