Technical Program Manager, Engineering Operations (Software Delivery and Engineering Operations): Leading multiple software development programs and managing the vendor lifecycle, developer tooling, procurement, and financial operations for Engineering with an accent on cross-team delivery, SaaS governance, and multi-cloud access management. Focus on consolidating technology stacks, negotiating renewals, improving procurement workflows, and maintaining security and financial controls across Azure, GCP, and AWS.

What you will do
- Lead multiple concurrent software development programs across Engineering teams and manage cross-team dependencies, milestones, priorities, risks, and blockers.
- Coordinate with TPMs and business stakeholders, maintain dashboards and status reporting, and communicate key decisions and delivery updates.
- Own the Engineering vendor lifecycle, including SaaS onboarding, procurement coordination, renewals, vendor negotiations, and license distribution and reclamation.
- Coordinate Privacy, Security, Legal, FP&A, IT/BizApps, Cloud, and other partner workflows for vendor reviews, purchase orders, invoices, and tooling spend.
- Lead application and service consolidation across acquired and legacy technology stacks, including StrongDM, Fastpath, Authomize, and Thycotic/Centrify.
- Manage Engineering tooling capabilities and Dev/Test/QA accounts and access across Azure, GCP, and AWS while improving governance, visibility, and operational efficiency.
Requirements
- Bachelor’s or master’s degree in Computer Science, Software Engineering, or a related technical discipline.
- 5+ years of project or program management experience within software development organizations.
- Strong organizational, analytical, problem-solving, decision-making, communication, and interpersonal skills.
- Understanding of SDLC and Agile methodologies, including Scrum and Kanban.
- Working knowledge of SaaS procurement, MSAs, DPAs, order forms, GRC workflows, Privacy and Security reviews, software licenses, renewals, and tooling budgets.
- Experience with multi-cloud environments, vendor invoice reconciliation, purchase orders, and process improvement across cross-functional workflows.
Nice to have
- Project or program management certification such as PMP, PMI-ACP, CSM, or SAFe.
- Experience with Azure DevOps, Confluence, Zip, software license management platforms, or engineering developer tools.
- Experience in cloud and SaaS product development organizations, with distributed teams and global stakeholders.
- Security training or professional certification.
