People Program Manager for Market Expansion

What you will do

• Own the People workstream for multiple market expansions from initial scoping through launch and operational handover.
• Build roadmaps, milestones, dependencies, decision points, governance structures, and operating rhythms.
• Coordinate People Operations, People Tech, Reward, Talent Acquisition, Legal, Finance, and external partners.
• Define People-readiness criteria covering employment setup, payroll, benefits, policies, systems, employee data, onboarding, and internal communication.
• Track risks and interdependencies, resolve blockers, and drive accountability across central and local stakeholders.
• Create and improve a scalable expansion playbook with plans, checklists, templates, decision logs, and handover requirements.

Requirements

• 5+ years of experience in program management, PMO, transformation, international expansion, People projects, or another complex cross-functional environment.
• Experience leading projects with multiple workstreams, stakeholders, dependencies, and deadlines.
• Ability to turn ambiguity into structured, executable plans and drive progress without formal authority.
• Strong communication, documentation, risk management, and stakeholder coordination skills.
• High ownership, sound judgment, delivery focus, and comfort operating at pace across several high-priority initiatives.
• Experience with international employment, entity setup, payroll implementation, global People Operations, or market expansion is highly valuable.

• Experience using AI tools or building agentic workflows to improve program delivery.
