Deputy Director of Programs

Location: Bogota, Colombia; based in Colombia with travel up to 30% of the time

What you will do

• Lead program strategy and implementation across Colombia, including partner-led outreach programs in Ecuador.
• Develop and execute the Colombia Country Strategic Plan and support strategic action planning.
• Identify funding opportunities, lead proposal development, and strengthen the donor base.
• Oversee project management, monitoring, evaluation, accountability, grants compliance, reporting, and budget control.
• Develop partnerships and lead the localization strategy with local organizations.
• Represent program priorities with government authorities, donors, partners, humanitarian organizations, and global IRC teams.

Requirements

• Master’s degree in Development Studies, International Relations, Social Sciences, or a related field.
• At least eight years of management experience in humanitarian or development settings, including five years of program management experience with international NGOs.
• At least five years of experience managing teams in Latin America.
• Experience leading multidisciplinary teams, managing security in complex contexts, developing donor proposals, and managing projects through completion.
• Strong budgetary, fiscal oversight, partnership, negotiation, and organizational capacity-building skills.
• Proven oral and written proficiency in English and Spanish is required.

Nice to have

• Experience managing protection, economic recovery and development, or health programs.
• Experience working with U.S. government agencies, DFID, the EU, foundations, and private donors.
• Experience in competitive funding environments.
