National BERDP 2035 Consultant (Education)

Location: Cotabato City, Philippines; office-based with travel. Contract duration: 12 months.

What you will do

• Support the operationalization of the Bangsamoro Education Reform and Development Plan 2035.
• Update the plan’s situational analysis using current education-sector data.
• Complete the monitoring and evaluation framework, including baselines and targets.
• Review and update the education financial framework based on current regional data and resources.
• Establish coordination mechanisms across regional and division education offices.
• Facilitate consultations, coordination, and networking with MBHTE and education partners.

Requirements

• Master’s degree in education, education management, public policy, monitoring and evaluation, or a related field.
• More than 10 years of experience in education, education financing, education policy development, or education monitoring and evaluation.
• Strong technical knowledge of basic education, education financing, monitoring and evaluation, and policy development.
• Facilitation, coordination, networking, analytical, and writing skills.
• English and Filipino language skills are required.
• Ability to work office-based in Cotabato City and travel as required.

Nice to have

• Previous engagement with UN agencies, hirify.global, the Department of Education, or other government agencies.
• Knowledge of the BARMM context, including its island provinces.
