TL;DR
MEAL Manager (Monitoring, Evaluation, Accountability and Learning): Leading MEAL systems and programme quality across humanitarian, early recovery, and development programmes in Syria with an accent on results-based management, data quality, accountability, and evidence-driven decision-making. Focus on designing evaluations and assessments, strengthening partner capacity, managing data and reporting systems, and applying learning to adaptive programming in complex, conflict-affected environments.
Location: On-site at ’s head office in Damascus, Syria; willingness to travel up to 75% within Syria and internationally is required.

What you will do
- Lead the MEAL Unit, including work planning, staff supervision, coaching, and performance management.
- Develop and implement MEAL strategies, frameworks, indicators, quality assurance processes, and improvement plans.
- Design and manage baselines, midlines, endlines, evaluations, assessments, operational research, and programme reviews.
- Oversee data collection, analysis, dashboards, information management, donor reporting, and evidence generation.
- Strengthen accountability to affected populations through community feedback mechanisms and participatory approaches.
- Build MEAL capacity among staff and implementing partners and coordinate with donors, government institutions, UN agencies, NGOs, and internal stakeholders.
Requirements
- Bachelor’s degree in social sciences, development studies, statistics, or a related field with at least 8 years of relevant progressively responsible experience; a diploma with at least 10 years of relevant experience may be accepted instead.
- At least 2–3 years of experience managing or supervising MEAL teams.
- Experience designing and implementing MEAL systems in complex, conflict-affected humanitarian or development environments.
- Strong knowledge of qualitative and quantitative research, data collection, analysis, reporting, donor frameworks, and community feedback mechanisms.
- Experience with MEAL and data tools such as SPSS, STATA, R, Power BI, SurveyCTO, ODK, and Kobo Toolbox, plus advanced MS Office skills.
- Fluency and proficiency in English are essential; willingness to travel up to 75% within Syria and internationally is required.
Nice to have
- Working knowledge of Arabic.
- Familiarity with local laws and regulations affecting nonprofit operations in Syria.
- Experience collaborating with governments, UN agencies, and international NGOs on national MEAL strategies.
- Knowledge of FES, gender, WASH, protection, and humanitarian response sectors.
