National Multisectoral and WASH Data Management Consultant (WASH)

Location: Office-based in Addis Ababa, Ethiopia, with travel. The consultancy lasts 16.5 months.

What you will do

• Design, deploy, and maintain integrated multisectoral and WASH data management systems at national and sub-national levels.
• Develop digital data collection tools, online and remote-access systems, and real-time monitoring solutions for low-connectivity environments.
• Conduct GIS mapping and spatial analysis and create interactive dashboards, visual reports, and data storytelling products.
• Build interoperable data export and reformatting processes for CSV, tabular, DHIS2, ActivityInfo, and government information systems.
• Strengthen data quality, harmonization, governance, privacy, secure data handling, and role-based access controls.
• Train field-based and non-technical staff and provide remote technical support.

Requirements

• Advanced university degree at master’s level in project planning, computer science, statistics, data science, or a related field.
• At least 5 years of progressively responsible experience in data management, information management, or monitoring and evaluation.
• Strong proficiency in GIS software such as ArcGIS and QGIS, spatial data analysis, data visualization, and business intelligence tools.
• Experience with Excel, mobile data collection platforms such as KoBoCollect, ODK, or SurveyCTO, and survey design.
• Knowledge of data processing and scripting with Python, R, or SQL, as well as DHIS2 and ActivityInfo, is required or highly desirable depending on the tool.
• Fluency in English is required. Experience in emergency or fragile contexts and with hirify.global, UN agencies, or international NGOs is an asset.

• Advanced Excel formulas, macros, scripting, and database management experience.
• Experience with hirify.global or cluster information management systems.
• Strong analytical communication, data storytelling, training, and capacity-building skills.
• Experience working independently, managing multiple priorities, and meeting deadlines.
