International Consultant on Media Literacy (Media and Information Literacy): Developing a Strategic Direction Paper to support a coherent media and information literacy policy and regulatory framework within Kosovo’s education reforms, with an accent on comparative policy research, international standards, and inclusive stakeholder engagement. Focus on translating EU and OSCE best practices into context-specific recommendations, facilitating consultations, and drafting a strategy with implementation and monitoring mechanisms.

Location: Kosovo, with in-person and online stakeholder consultations in coordination with the hirify.global Mission in Kosovo in Pristina

What you will do

  • Conduct desk research and comparative analysis of media and information literacy policies, strategies, and frameworks.
  • Design and support inclusive consultation processes involving education institutions, educators, academia, civil society, and other stakeholders.
  • Coordinate with the Ministry of Education and Science and a local consultant throughout the assignment.
  • Draft the Strategic Direction Paper, including its structure, strategic objectives, priority areas, implementation mechanisms, and monitoring considerations.
  • Incorporate feedback from the hirify.global Activity Manager, the Ministry of Education and Science, and public consultation processes.
  • Deliver finalized policy documents in line with hirify.global style guides and standards.

Requirements

  • Master’s degree or higher in media studies, journalism, public policy, education, social sciences, or a related field.
  • At least 10 years of relevant experience in media development, media and information literacy, education policy, or related fields.
  • Experience drafting national or sectoral strategies, policy frameworks, or action plans.
  • Knowledge of international media and information literacy standards and best practices, including experience in EU or hirify.global participating States.
  • Experience with comparative policy analysis and multi-stakeholder consultations involving public institutions, academia, and civil society.
  • Excellent command of English, written and spoken, is required. Computer literacy is also required.

Nice to have

  • Experience working with international organizations or government institutions.
  • Knowledge of the education or media landscape in South-Eastern Europe.
  • Knowledge of Albanian or Serbian.
