TL;DR
Senior Adviser Social & Behavior Change (RCCE) (Public Health Emergency Response): Leading UNICEF’s social and behavior change and risk communication and community engagement response to the Ebola outbreak in the Democratic Republic of the Congo with an accent on strategic coordination, community-led engagement, and evidence-based programming. Focus on strengthening multi-partner coordination, interpreting epidemiological and community data, and rapidly deploying targeted interventions across affected provinces and health zones.
Location: Bunia, Democratic Republic of the Congo, with regular deployment to affected provinces and priority health zones as required.

What you will do
- Provide strategic leadership and oversight for ’s social and behavior change and RCCE response.
- Co-lead RCCE coordination mechanisms at national and provincial levels across Government, UN agencies, NGOs, operational partners, and community structures.
- Ensure technical alignment between ’s SBC priorities and the Ebola incident management and coordination structure.
- Strengthen social listening, community feedback systems, evidence generation, and adaptive programming.
- Translate epidemiological, operational, and community data into targeted RCCE actions.
- Remain available for rapid deployment and flexible working arrangements during the emergency response.
Requirements
- Advanced university degree in social and behavioral sciences, communication for development, public health, anthropology, sociology, psychology, international development, or a related field.
- At least 10 years of progressively responsible experience in social and behavior change, RCCE, community engagement, public health emergencies, or humanitarian response.
- Significant experience working in outbreak settings and leading or co-leading multi-partner RCCE coordination in complex emergencies.
- Strong analytical, coordination, negotiation, partnership management, and strategic leadership skills.
- Fluency in English and French is required.
- International professional employment requires mobility; visa, medical clearance, and applicable vaccination requirements may apply.
Nice to have
- Experience with , the UN system, government coordination mechanisms, and field operations in fragile or humanitarian contexts.
- Experience in Ebola or other high-risk infectious disease outbreaks.
