Program Manager (Cash Transfers)

Location: Maputo or Nampula, Mozambique, with extensive travel to program sites including Nampula, Sofala, and Maputo

What you will do

• Own enrollment, verification, payment delivery, performance targets, and continuous improvement for one or more Mozambique programs.
• Coordinate with telecom and mobile-money partners, troubleshoot delayed payments, and manage fraud, operational, security, and safeguarding risks.
• Hire, train, coach, and manage field staff while building team capacity, accountability, and morale.
• Maintain relationships with government counterparts, donors, telecom operators, community partners, and local coordination forums.
• Lead survey design, analyze operational data, maintain program documentation, and inform decisions with the global Data team.
• Support country strategy and develop, test, and refine scalable technology-enabled program models with the Product team.

Requirements

• 5+ years of management experience in a high-performance, fast-paced environment, ideally including management of managers.
• Strong project management, problem-solving, analytical, communication, and follow-through skills.
• High proficiency in Excel and the ability to work with incomplete or messy datasets.
• Player-coach mindset with the ability to combine strategic ownership and hands-on field execution.
• Fluency in Portuguese and English is required.
• Comfort working in both rural and urban field environments; a master's degree is preferred.

Nice to have

• Experience in cash-transfer programming, social protection, humanitarian response, or a related field.
• Experience developing partnerships, supporting fundraising, or reporting to institutional funders.
