What you will do

• Map administrative information systems, registries, and databases across sectoral institutions involved in priority use cases.
• Analyze data flows and technical exchange mechanisms, including APIs and web services, to ensure secure interoperability.
• Assess the technical feasibility and readiness of the JSERP (Unified system for electronic data exchange) and other infrastructures.
• Evaluate information security controls, including authentication, authorization, role-based access, and audit trails.
• Develop technical inputs for business-process descriptions, Data Exchange Matrices, and phased implementation roadmaps.
• Facilitate consultations with IT departments and technical focal points across various government ministries.

Requirements

• Master's degree in Computer Science, Information Systems, Software Engineering, or a related field.
• At least five years of professional experience in information systems, digital government, or data governance.
• Proven experience in mapping data flows and technical integration requirements for public institutions.
• Fluency in Montenegrin/Bosnian/Croatian/Serbian and advanced knowledge of English.
• Strong understanding of GDPR, EU Interoperability Framework, and Montenegro’s digital government context.

Nice to have

• Experience with JSERP or similar government data exchange platforms.
• Previous experience collaborating with UN or hirify.global.
• PhD degree in a relevant field.
• Ability to translate complex technical findings into recommendations for non-technical decision-makers.
