Advisor, Health Financing (Public Health)

Location: Onsite in Addis Ababa, Ethiopia. Must be currently located and authorized to work in Ethiopia.

Salary: $22,260–$42,046 per annum

What you will do

• Analyze domestic resource mobilization trends and develop investment cases for the Health Extension Program.
• Conduct comparative analysis of Universal Health Coverage performance and health financing among Sub-Saharan African peer countries.
• Perform comprehensive resource mapping of financing flows across government, donors, and implementing partners.
• Coordinate between the Ministry of Health and Ministry of Finance to align funding with national community health priorities.
• Develop policy briefs and research papers on health financing, UHC performance, and resource mobilization.
• Assess the financial viability of Community-Based Health Insurance schemes and advocate for the inclusion of uncovered services.

Requirements

• Bachelor’s degree in Public Health, Economics, International Development, Political Science, or related field.
• Professional experience in health policy, health financing, Public Financial Management, or health economics.
• Must be currently located and authorized to work in Ethiopia.
• Experience in a technical advisory role working directly with government counterparts or policymakers.
• Strong quantitative analysis skills within the health economics and financing space.
• English: C1 level fluency required.

• Prior professional experience working within Ethiopia.
• Experience in resource-limited settings or low- and middle-income countries.
• Demonstrated project management skills and experience.
