TL;DR

Shelter Cluster Technical Advisor (Humanitarian): Providing technical leadership and guidance to shelter agencies in Palestine to ensure resilient and safe shelter solutions in line with global standards. Focus on coordinating Technical Working Groups, developing shelter strategies, and collaborating with humanitarian partners in complex, volatile environments.

Location: Duty station in Amman, Jordan with approximately 50% travel to Palestine field locations.

What you will do

  • Chair and coordinate Technical Working Groups (TWGs) to address shelter programming issues.
  • Conduct field visits to identify technical trends and influence national-level discussions.
  • Supervise two seconded technical coordinators/advisors.
  • Contribute to the development and updating of the Shelter Cluster Strategy in consultation with partners and local government.
  • Collaborate with local authorities and other humanitarian clusters including WASH, Health, and Education.
  • Lead the joint technical working group with the Site Management Cluster.

Requirements

  • Advanced University Degree (Master’s/MPhil) in Civil, Structural, or Architectural Engineering.
  • Minimum 5 years of professional experience in shelter/NFI at a managerial level in emergency/conflict environments.
  • Proven experience with the humanitarian cluster system, appeals, and response plans.
  • Sound knowledge of international shelter standards (e.g., Sphere) and resilient construction techniques.
  • Ability to travel extensively at short notice to support field operations.
  • Proficiency in English is required; knowledge of Arabic is highly desirable.

Nice to have

  • Completion of Shelter Cluster Coordination Training (IFRC/UNHCR).
  • Experience working in Palestine or comparable Middle Eastern humanitarian contexts.
  • Graphic design skills (Adobe Suite).
