TL;DR

Legislative Drafting and Reform Consultant (Legal): Reviewing and refining legislative amendments to support the transition of the Ministry of Women, Community and Social Development to the Ministry of Family and Social Affairs with an accent on legal clarity and alignment with government reform priorities. Focus on drafting Amendment Bills, conducting stakeholder consultations, and ensuring legal consistency for submission to the Attorney General.

Location: Home-based with required in-country inputs in Samoa

What you will do

  • Perform a comprehensive review of current legislation and policy documents administered by MWCSD to identify required amendments.
  • Conduct consultations with Ministry leadership and relevant stakeholders to refine legislative proposals.
  • Prepare a first draft Amendment Bill, including comprehensive explanatory notes and drafting instructions.
  • Incorporate feedback from the Ministry and the Attorney General's Office into subsequent draft versions.
  • Develop a detailed consultation report and supporting documentation for final submission and certification.

Requirements

  • Bachelor of Laws (LLB) degree is mandatory.
  • Proven experience in legislative drafting, legal review, or legal advisory services.
  • Demonstrated expertise in interpreting statutory frameworks and institutional governance arrangements.
  • Understanding of public sector reform processes, specifically regarding GEDSI and disability inclusion.
  • Ability to provide in-country inputs within Samoa.

Nice to have

  • Master's degree in Law, Public Policy, Governance, or a related discipline.
  • Admission to practice law in a recognized jurisdiction.
