What you will do

• Conduct rapid communication needs assessment, mapping channels, gaps, and barriers.
• Develop Communication with Refugees Strategy and action plan with timelines and indicators.
• Create accessible information products like FAQs, visuals, and videos in appropriate languages.
• Strengthen public communication on enrolment, policies, and crisis messaging.
• Design two-way feedback mechanisms with schools, authorities, and refugee organizations.
• Build Ministry capacity in feedback analysis, rumour management, and training.
• Contribute to NORCAP knowledge exchange (up to 15% time).

Requirements

• Fluency in English and Russian (minimum B2); Ukrainian/Romanian advantage.
• At least 5 years in community engagement, accountability, or public communication with evidence-based strategies.
• Experience developing communication products and using media/social platforms.
• Strong understanding of education systems or public sector communication in humanitarian contexts.
• Experience with government, humanitarian actors; advanced degree in relevant field.
• Fluency in English and Russian (minimum B2).

Nice to have

• Knowledge of INEE Minimum Standards, refugee protection, EU policies.
• Experience in training, mentoring multicultural teams, participatory approaches.
