Monitoring and Evaluation Officer

TL;DR

Monitoring and Evaluation Officer (Disaster Risk Management): Provide technical support for monitoring local government performance in disaster management via E-SPM platform with an accent on data analysis, trend identification, and policy recommendations. Focus on evaluating MSS-DM implementation, assessing compliance, and developing evidence-based improvements across target provinces.

Location: Based in Jakarta at BNPB and MOHA offices, some travel to project locations required.

Implementer of the Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA), a seven-year DFAT-funded program strengthening Indonesia’s disaster management systems in collaboration with GoI agencies.

What you will do

• Develop work plans, M&E methodologies, indicators, and data collection tools aligned with MSS-DM regulations.
• Collect data via desk reviews, surveys, interviews, and FGDs.
• Analyze MSS-DM trends for FY 2020–2025, identifying achievements, gaps, and best practices in target provinces.
• Evaluate regulation effectiveness, local compliance, and E-SPM data quality.
• Identify constraints in E-SPM usage and develop policy recommendations.
• Prepare and present regular M&E reports to BNPB and program teams.

Requirements

• Bachelor’s degree in economics, civil engineering, geography, or related field.
• Understanding of disaster management policies and implementation.
• 5+ years in policy formulation/review or M&E of governance/public services related to MSS-DM.
• Experience with Ministry of Home Affairs' e-SPM reporting system for MSS-DM.
• Ability to produce high-quality reports in Indonesian and English.
• Strong commitment to deadlines and national/regional managerial capacity.
