What you will do

  • Provide overarching technical direction across a multi-sector portfolio ensuring alignment with FCDO and Sphere Standards.
  • Lead the development of programme technical frameworks, including cash-first delivery models and protection mainstreaming.
  • Oversee consortium partner capacity strengthening within IRC’s localisation framework to support national and local NGOs.
  • Manage strategic relationships with FCDO, UN agencies (UNHCR, UNICEF, WFP, OCHA), and government counterparts.
  • Lead the development and use of Value-for-Money (VfM) metrics and frameworks to demonstrate cost-effectiveness.
  • Line-manage senior technical leads and foster a culture of collaboration and continuous improvement.

Requirements

  • 8–10 years of experience in complex humanitarian and/or development programming, with at least 5 years in a senior management role.
  • Master’s degree in international development, humanitarian affairs, social sciences, public policy, or a related field.
  • Demonstrated experience managing large-scale, multi-sector FCDO-funded programmes.
  • Proven expertise in protection, cash and voucher assistance (CVA), economic recovery, health, or education.
  • Substantial experience in refugee response and working with government counterparts (e.g., OPM).
  • Track record of leading consortium partnerships and supporting localisation agendas.
