TL;DR

G2G Risk Management Specialist (International Development): Directing and overseeing ministry-level risk assessments for USG government-to-government mechanisms with an accent on financial management systems, internal controls, and public financial management strengthening. Focus on guiding assessment teams, developing risk mitigation plans, ensuring compliance with standardized tools, and providing technical assistance to partner governments.

Location: Botswana & Eswatini (one consultant) / Cote d'Ivoire / Ethiopia / Malawi / Mozambique / Nigeria / Rwanda. Primary: Country of assignment/domicile. Reports to Pretoria, South Africa. Travel: May accompany assessment team on in-country travels.

What you will do

  • Direct multiple concurrent G2G ministry-level risk assessments, including planning, fieldwork, and reporting phases.
  • Guide in-country contractor teams on scope, tools, templates, and risk mitigation plans for chief of mission approval.
  • Liaise with embassy teams, partner governments, and stakeholders to resolve barriers and ensure timely execution.
  • Develop standardized G2G tools, templates, SOPs, and collaborate on payment workflows and audit guidelines.
  • Provide implementation support, PFM strengthening, training, and regular updates to leadership.
  • Manage stakeholder relationships and deliver knowledge transfer workshops.

Requirements

  • Bachelor’s degree in accounting, business administration, auditing, economics, or relevant field.
  • CPA, CIA, or country equivalent certification.
  • Minimum 7 years in accounting, auditing, or financial management; 5 years in fiduciary risk/internal control assessments or internal audits; 3 years in international development.
  • Knowledge of US GAAP, GAGAS/Yellow Book, OMB A-123, COSO framework, fiduciary assessments, PFM strengthening, donor funding arrangements.
  • Strong leadership, communication, analytical skills; ability to work under pressure independently.
  • Full Microsoft Office suite proficiency.

Nice to have

  • Direct work experience in Africa.
  • Language proficiency in assigned country’s local language(s).
