TL;DR

Monitoring, Evaluation and Learning (MEL) Officer (International Development): Implementing and maintaining the MEL system for the Katalis Phase 2 program with an accent on data collection, verification, and performance reporting. Focus on operationalizing GEDSI-responsive monitoring processes and providing evidence-based insights for adaptive management.

Location: Hybrid; must maintain an in-office presence in Indonesia for the majority of the working week (minimum 3 days per week)

What you will do

  • Implement and operate the program MEL system, including the results framework, indicators, and reporting requirements.
  • Coordinate routine data collection and verification from program activities and KBPF grantees.
  • Maintain MEL datasets, trackers, and dashboards to ensure data integrity and user-friendly retrieval.
  • Produce performance summaries and data visualizations for internal management and DFAT reporting.
  • Document learning outcomes from reflection sessions and after-action reviews to strengthen adaptive management.
  • Track and report on GEDSI and safeguards-related monitoring requirements, ensuring appropriate data disaggregation.

Requirements

  • Bachelor’s degree in Economics, Public Policy, Development Studies, Statistics, or Social Sciences.
  • Minimum 5 years of experience in MEL or program performance roles within development programs.
  • Experience working with donor-funded programs, preferably DFAT-funded or DFAT-aligned.
  • Excellent written and verbal communication skills in both English and Bahasa Indonesia.
  • Strong data literacy and proficiency in Excel or digital MEL systems, databases, and visualization tools.
  • Ability to maintain a hybrid in-office presence in Indonesia.
