Policy Lobbying & Influencing Specialist (Civic Space): Leading Dutch domestic lobbying strategy and providing technical support for civic space protection projects with an accent on policy advocacy, mainstreaming civic space across programs, and influencing government/private sector policies. Focus on connecting national issues to European/global levels, strategy development, networking with allies/activists, and representing on platforms.
Hybrid (50% in office in The Hague, 50% remote). Qualified candidates residing in the Netherlands or EU/EEA, willing to relocate at own expense. No visa sponsorship.
€3,447 - €5,183 gross (scale 9, depending on experience, 36 hours/week).

What you will do
- Contribute to influencing civic space via policy advocacy and lobbying in the Netherlands, Europe, and globally where relevant to Dutch role.
- Cooperate with Oxfam teams, partners, and stakeholders on mainstreaming civic space and rights.
- Review and update lobbying strategy/action plan with Engagement Department.
- Provide technical/strategic advice on civic space mainstreaming to goal-oriented units and partners.
- Connect Dutch issues to European influencing via OI Brussels and Oxfam in Europe groups.
- Represent on Dutch platforms/campaigns like Goedezaak, Goede Doelen, Artikel 5.
Requirements
- Excellent written & spoken Dutch (essential) and English skills.
- Residing in Netherlands or EU/EEA; willing to relocate at own expense; no visa sponsorship.
- Degree in relevant field (international relations, development, political science, etc.) and academic working capacity.
- At least 8 years experience defending/promoting civic space, human rights, democracy in government/private sector influencing.
- Strong skills in advocacy/lobbying, including multilateral/private sector; understanding of human rights frameworks.
- Networking with movements/activists; analytical/writing skills; strategy/program development experience.
- Result-oriented; planning/organizing/communication skills; willingness to travel.
