TL;DR

Education Programme Development Manager (Haiti): Lead the strategic development, technical quality, and scale-up of NRC’s Education Core Competency with an accent on programme design, fundraising, technical oversight, and implementation support. Focus on education needs assessments, strategy alignment, and capacity strengthening of staff and partners in high-risk humanitarian contexts.

Location: Port-au-Prince, Haiti (duty station, 30% travel to areas of intervention)

What you will do

  • Develop and update Education strategy, technical SOPs, guidelines, and macro log-frames aligned with global and regional priorities.
  • Lead programme development, funding proposals, budget development, and donor reporting for Education portfolio.
  • Conduct education needs assessments, mapping, and response analysis to inform strategy and multi-sector synergies.
  • Ensure programmes are needs-based, conflict-sensitive, data-driven, and compliant with NRC policies and standards.
  • Provide technical oversight, mentoring, training, and capacity strengthening for staff and local partners.
  • Contribute to global/regional Education tools, guidelines, policy, and research on thematic topics.

Requirements

  • Fluency in French and English (written and verbal); Haitian Creole an asset
  • Degree in International Relations, Education or Social Sciences (Master’s advantageous)
  • Minimum 4 years senior-level project implementation in humanitarian/recovery contexts
  • Experience in complex, high-risk, volatile environments and knowledge of Haiti context (Ouest, Artibonite, Center)
  • Technical expertise in education in emergencies, non-formal education, psychosocial support
  • Experience with strategy/programme development, team/partner capacity building, startup operations
  • Knowledge of INEE, SPHERE, IASC standards, protection mainstreaming, humanitarian principles

Nice to have

  • Managerial experience focused on strategy and programme development
  • Experience with youth/adolescent programming
