TL;DR

Team Leader (ReSET Programme): Provide strategic leadership and overall management for an FCDO-funded 5-year refugee support programme in Uganda with an accent on lifesaving assistance, protection, and self-reliance for refugees and host communities. Focus on overseeing consortium partners, donor compliance, evidence-based graduation models, and policy engagement to enhance sustainability and local ownership.

Kampala, Uganda with expected travel to all field locations. Position is based in Kampala.

International NGO responding to humanitarian crises, working in Uganda since 1998 across health, protection, economic recovery, and education sectors in refugee settlements.

What you will do

  • Define strategic direction, develop annual work plans aligned with donor results framework, and ensure high-quality programme delivery.
  • Provide technical oversight on multisectoral assistance, cash delivery, protection referrals, graduation models, and livelihoods programming.
  • Manage consortium partners, sub-grants, financial oversight, and foster locally-led implementation.
  • Serve as primary donor contact, represent the programme at coordination fora, and build relationships with government, UN, and stakeholders.
  • Oversee multi-partner budget, procurement, M&E systems, reporting, and lead a diverse programme team.

Requirements

  • Master's degree in international development, humanitarian affairs, social sciences, public policy, or related field (or equivalent experience).
  • Minimum 10 years in humanitarian/development programme management, 5+ years in senior leadership (Team Leader/Programme Director).
  • Experience managing large-scale multi-year multi-partner donor-funded programmes (FCDO/USAID/EU), refugee response, protection, cash assistance, livelihoods.
  • Proven consortium management, financial skills (budgeting, compliance), high-quality reporting, Sub-Saharan Africa experience (Uganda preferred).
  • Excellent written and oral English communication skills; strong knowledge of cash programming, protection, gender inclusion.
