Senior Project Controller - Cost, Risk & Performance Management (Satellite Communications)

Location: Betzdorf, Luxembourg; 60% onsite from the office. Travel is required as needed for project realization.

SES is developing meoSphere, a next-generation Medium Earth Orbit satellite constellation for secure connectivity and high-speed broadband services, including internal satellite platform integration and testing.

What you will do

• Own the programme cost baseline, control accounts, cost structures, budgets, forecasts, EAC, ETC, and cash-flow reporting.
• Integrate actuals, accruals, commitments, supplier milestones, payment schedules, and forecasts with Finance, Procurement, and Contract Management.
• Perform Earned Value Management analysis, track CPI, SPI, and financial health metrics, and maintain programme reporting integrity.
• Own the programme risk register and facilitate risk reviews, risk quantification, scenario analysis, and sensitivity analysis.
• Perform quantitative risk analysis using Monte Carlo simulations and develop contingency and management reserve recommendations.
• Produce executive dashboards and reporting packs while supporting governance, baseline management, change control, and agile-to-programme performance reporting.

Requirements

• 8+ years of experience in cost control, project controls, programme controls, or programme financial management within large and complex engineering programmes.
• Strong proficiency with enterprise programme control and cost management tools, including Primavera Cloud, Primavera P6, Deltek Cobra, or equivalent platforms.
• Experience developing and managing programme budgets, cost baselines, forecasts, cost performance reports, and financial analyses.
• Strong understanding of cost management, risk management, forecasting, Earned Value Management, contingency planning, and management reserve management.
• Experience with quantitative risk management, including QRA, Monte Carlo simulation, probabilistic forecasting, and confidence level assessments.
• Experience supporting aerospace, satellite, telecommunications, defence, or similarly complex engineering programmes.
• Ability to work effectively in Agile delivery environments while maintaining programme controls, financial governance, and reporting disciplines.
• Strong analytical, communication, and stakeholder management skills.

Nice to have

• Experience supporting LEO, MEO, or GEO satellite communications programmes.
• Understanding of end-to-end satellite system architectures covering space, ground, mission software, and user terminal domains.
• Experience with Primavera Risk Analysis, Oracle Primavera Cloud Risk, Safran Risk, or equivalent centralized project control risk tools.
• Experience implementing and operating EVMS frameworks.
• Professional certification in project controls, scheduling, or programme management, such as PMP, EVP, AACE CCP, or PRINCE2.
• Experience supporting Agile-at-scale environments such as SAFe.
