Head of Programme (Humanitarian)

Location: Amman, Jordan; travel 30% to Area and Field Offices

What you will do

• Provide strategic leadership and oversight for Programme, Grants, and MEAL functions.
• Lead implementation of NRC Jordan's 2026–2030 Country Strategy and annual action plans.
• Drive fundraising, resource mobilisation, donor engagement, proposal development, compliance, reporting, and donor stewardship.
• Build partnerships with donors, government bodies, humanitarian actors, consortium members, and local and national organisations.
• Champion programme quality, evidence-based programming, accountability, organisational learning, and locally led approaches.
• Lead, mentor, and develop technical specialists and programme support teams.

Requirements

• Bachelor's degree in Development Studies, Social Sciences, International Relations, or a related field.
• Minimum 6 years of experience in a senior management position within a humanitarian or recovery context, with responsibility for programme and/or project management.
• Strong track record in fundraising and donor engagement, including institutional funding, donor relationship development, funding opportunity identification, and resource mobilisation strategy.
• Deep knowledge of humanitarian programming, programme quality standards, grants management, and MEAL systems, including evidence-based approaches throughout the project cycle.
• Strong understanding of donor priorities, compliance requirements, and the humanitarian and refugee landscape in Jordan and the region.
• Experience building and managing partnerships with local and national actors, including multi-sector, consortium-based, and partnership-driven programmes.
• Outstanding stakeholder engagement, influencing, representation, strategic, analytical, problem-solving, team-building, interpersonal, and conflict-resolution capabilities.
• Ability to lead, inspire, and develop diverse teams in complex and rapidly changing environments.
• Fluency in English, written and verbal, with excellent writing skills.
• Applicants must be legally eligible to work in Jordan; work permits and visa sponsorship are not available.

• Experience in NRC Core Competency programming, including ICLA, Shelter, and Education.
