Cybercrime Curriculum Review Consultant

Location: Manila, Philippines; duty station-based assignment performed in Manila for 35 working days over a 3-month period starting November 2026.

hirify.global serves as the Technical Lead for the EU-GOJUST programme supporting access to justice and justice-sector capacity development in the Philippines.

What you will do

• Submit and present an inception report covering the methodology, curriculum review and analysis framework, workplan, and timeline.
• Conduct a structured desk review of cybercrime curricula, training modules, learning materials, and assessment tools used by participating justice-sector institutions.
• Map curricula and competencies and conduct a gap analysis covering strengths, best practices, overlaps, gaps, emerging cybercrime trends, and institutional capacity needs.
• Present and validate findings and recommendations on curriculum development, trainer development, monitoring and evaluation, material updates, and inter-agency collaboration.
• Submit a final Curriculum Review and Analysis Report incorporating feedback from EU-GOJUST and Technical Working Group members.
• Integrate the EU-GOJUST Gender Equality and Social Inclusion Framework where applicable.

Requirements

• Advanced university degree (Master’s degree or equivalent) in Law, Criminal Justice, Public Administration, or a related field.
• At least 8 years of relevant professional experience in criminal law, criminal justice capacity development, law enforcement, prosecution, judicial training, or related fields.
• At least 5 years of experience in curriculum development, training management, and adult learning methodologies.
• Proven experience conducting training needs assessments, competency-based curriculum reviews or development, and evaluations.
• Fluency in written and spoken English and Filipino.
• Excellent written and verbal communication skills, including the ability to produce high-quality reports and present findings to diverse audiences.
• Strong analytical and research skills, including curriculum reviews, training needs assessments, and gap analyses.
• Sound knowledge of adult learning principles and instructional design methodologies.
• Strong organizational skills, ability to manage multiple tasks and deadlines, discretion with sensitive information, confidentiality, data privacy, and information security.
• Ability to work independently and collaboratively, handle pressure and tight deadlines, take guidance, incorporate feedback, consider different perspectives, and demonstrate ethics and integrity.

Nice to have

• Familiarity with Philippine cybercrime law and justice-sector institutions.
• Experience working on capacity-building initiatives with government institutions, particularly in the justice sector.
