Senior HR Adviser (S, STA) (HR Modernization)

What you will do

• Deliver a defined portfolio of HR modernization initiatives with clear scopes, milestones, and outcomes.
• Review, simplify, and redesign complex, manual, or duplicative HR processes and employee journeys.
• Advance practical applications of automation, AI, digital tools, and future-of-work practices in HR.
• Coordinate cross-functional projects, manage interdependencies, resolve implementation bottlenecks, and maintain delivery momentum.
• Conduct workforce, organizational, staffing, and resourcing scenario analysis to support evidence-based decisions.
• Benchmark HR innovations from international organizations and translate relevant practices into adaptable options.

Requirements

• Second-level university degree in human resources management, business or public administration, organizational development, management, social sciences, or a related field; a first-level degree may be accepted with additional qualifying experience.
• At least seven years of progressively responsible experience in HR modernization, HR transformation, HR service improvement, management consulting, or a related area; nine years with a relevant first-level degree.
• Demonstrated experience delivering time-bound improvement or modernization projects in complex, multi-stakeholder organizations.
• Experience with HR process simplification, service redesign, digital enablement, automation, AI, and emerging HR technologies.
• Strong analytical, project management, change management, communication, and cross-functional collaboration skills.
• Excellent oral and written English communication skills.

Nice to have

• Experience in international organizations, multilateral institutions, or similarly complex public-sector environments.
• Familiarity with HR practices in regulated, multi-stakeholder environments.
