Growth & Proposals Manager (Infrastructure & Built Environment)

Location: Dubai or Abu Dhabi, United Arab Emirates; flexibility to travel across the region is required

What you will do

• Lead infrastructure and built environment pursuits from qualification through submission, clarification, interview, negotiation, and handover.
• Facilitate pursuit kickoffs, strategy sessions, storyboard reviews, color-team reviews, and proposal workshops.
• Develop pursuit plans, schedules, governance milestones, action logs, win strategies, value propositions, and executive summaries.
• Coordinate business development, operations, engineering, estimating, finance, commercial, legal, and subject matter experts.
• Develop market, customer, and competitor intelligence, including competitive benchmarking and price-to-win analysis.
• Coordinate pricing, technical, commercial, financial, and contractual inputs while managing risks, assumptions, exclusions, and clarifications.

Requirements

• Bachelor’s degree in business, engineering, construction management, marketing, communications, or a related discipline; equivalent relevant experience is also considered.
• At least nine years of progressive experience in infrastructure, business development, sales, growth, proposals, estimating, commercial management, or a related field.
• Experience supporting or leading complex pursuits in infrastructure, transportation, the built environment, advisory, professional services, EPC, EPCM, design-build, consulting, government, or major capital projects.
• Strong understanding of the full pursuit lifecycle, including qualification, strategy, proposal development, pricing, governance, submission, interview, negotiation, and handover.
• Ability to coordinate complex cross-functional work, influence stakeholders without direct authority, manage multiple priorities, and meet demanding deadlines.
• Strong written and verbal communication skills, proposal development experience, and proficiency with document collaboration, presentation, and standard business productivity tools.
