Senior Program Officer (AI & Digital Health Delivery) (AI/digital health): Building and managing a multi-country investment and evidence portfolio for AI-enabled primary health care and health systems across Africa with an accent on government adoption, responsible deployment, sustainability, and real-time learning. Focus on evaluating investments, integrating tools into government systems, strengthening public-sector capability, and translating delivery evidence into scalable health-system strategies.
Location: Addis Ababa, Ethiopia; ability to travel up to 30% within Africa and globally

What you will do
- Build and manage a multi-country portfolio of AI and digital health investments supporting primary health care and health-system strengthening in Africa.
- Lead due diligence, investment structuring, results frameworks, milestones, KPIs, performance monitoring, and recommendations on renewal, restructuring, or exit.
- Advise country offices and government counterparts on the design, procurement, deployment, governance, integration, and scale-up of AI and digital health solutions.
- Connect country delivery experience with global evidence and learning, synthesizing lessons on when AI and digital tools strengthen health systems.
- Assess affordability, sustainability, ethics, data governance, regulation, interoperability, and public value.
- Develop technical briefs, investment memos, presentations, and actionable recommendations for internal and external stakeholders.
Requirements
- Advanced degree in public health, medicine, data science, computer science, engineering, or a related field, or equivalent experience.
- At least 10 years of senior-level experience advancing AI, digital, or applied data-science solutions for primary health care and health systems in Africa or leading related learning initiatives.
- Knowledge of primary health care delivery and health-systems strengthening in low- and middle-income countries.
- Experience with grant making, investment structuring, portfolio management, due diligence, and results management.
- Experience engaging governments, Ministries of Health, NGOs, implementers, academic institutions, and global funders.
- Strong written and verbal English communication skills are required; at least three years of experience living and working in low- and middle-income countries is required.
Nice to have
- Global health programming experience focused on primary health care and health-systems strengthening.
- Experience with AI applications in healthcare and public health in low-resource settings.
- Experience across immunization, maternal and child health, nutrition, family planning, malaria, HIV, or tuberculosis programs.
