International Expert to Assess the Readiness for the Digitalization and Development of the Transparency Index for the Information and Privacy Agency (IPA) (SSA)

The hirify.global Mission in Kosovo supports public institutions in strengthening transparency, accountability, access to public documents, and personal data protection.

What you will do

• Assess the legal, regulatory, institutional, and procedural readiness of public institutions to meet transparency obligations.
• Evaluate e-governance platforms, document-management systems, workflows, interoperability requirements, metadata standards, audit trails, and data-exchange mechanisms, including e-Kosova.
• Assess data-protection, GDPR-alignment, redaction, anonymisation, DPIA, and safeguards for sensitive or high-risk processing.
• Examine potential AI-assisted and automated tools for document classification, redaction, reporting, and monitoring while preserving human responsibility for administrative decisions.
• Develop a draft Transparency Index methodology, indicator framework, scoring logic, data-source requirements, reporting responsibilities, and verification procedures.
• Prepare an implementation roadmap, support stakeholder consultations, and finalise recommendations and deliverables with IPA and hirify.global.

Requirements

• University degree in law, information technology, cybersecurity, or a related field.
• At least five years of relevant experience in transparency, personal data protection law, governance, compliance, data security, or a related area.
• Extensive knowledge of European and international instruments on personal data protection and transparency.
• Experience drafting policy papers, strategies, action plans, and similar documents.
• Strong analytical, communication, writing, reporting, interview, focus-group, and survey skills.
• Full professional fluency in English with excellent drafting and analytical skills.

Nice to have

• Certification from the International Association of Privacy Professionals in General Data Protection Regulation.

• Deliverables are submitted progressively from 14 to 90 calendar days after contract signature.
• Remuneration is based on qualifications, experience, tasks, deliverables, and established hirify.global rates.
