International Evaluation Consultant (Community Safety and Proactive Policing)

Location: hirify.global Mission in Kosovo, Prishtine / Pristina; the assignment includes a field visit and a second visit to Kosovo for an in-person presentation of the final findings.

The hirify.global Mission in Kosovo supports democratic governance, public safety and security through community-oriented approaches, including community safety forums, proactive policing and school safety.

What you will do

• Plan and conduct an independent evaluation of hirify.global support provided between 2012 and August 2026.
• Prepare an Inception Report with the reconstructed Theory of Change, evaluation methodology, Evaluation Matrix, sampling strategy, data collection tools and work plan.
• Conduct a desk review, fieldwork and primary data collection with institutional and community stakeholders in Kosovo.
• Apply qualitative and quantitative methods to analyse and triangulate evidence on effectiveness, sustainability, institutional uptake and inclusive participation.
• Prepare and revise the Draft Evaluation Report, facilitate a recommendations validation workshop, and finalize the evaluation report.
• Present final findings and recommendations to the hirify.global Mission in Kosovo, local counterparts, donors and other stakeholders.

Requirements

• Advanced university degree in a relevant discipline, such as political science, public administration, law, criminology, sociology, international relations, evaluation or development studies; equivalent professional experience may be considered.
• At least seven years of relevant professional experience, including at least five years designing and conducting independent programme or project evaluations.
• Demonstrated experience with mixed-method, theory-based and contribution-focused evaluations, Theory of Change models, Evaluation Matrices, qualitative and quantitative data collection, and triangulation.
• Experience integrating human rights, gender equality, inclusion and participation into evaluation design, data collection, analysis and reporting.
• Strong analytical, facilitation and report-writing skills, including evidence-based recommendations for senior management and institutional decision-makers.
• Professional fluency in written and spoken English is required. The consultant must be independent and free from actual, potential or perceived conflicts of interest.

Nice to have

• Knowledge or experience in community policing, proactive policing, local safety governance or community safety.
• Experience working with government institutions, international organizations, civil society and community representatives.
• Knowledge of Albanian and/or Serbian.
• Previous professional experience in the Western Balkans.
