TL;DR
Strategy and Planning Officer (SURAGGWA-PAGGW) (strategic planning and climate resilience): Developing integrated plans, results frameworks, monitoring systems, and reporting for a multi-country Great Green Wall programme with an accent on landscape restoration, institutional strengthening, and climate finance. Focus on coordinating national and regional stakeholders, integrating geospatial monitoring data, and producing evidence-based plans, dashboards, and proposals.
Location: Dakar, Senegal; onsite position in the Subregional Office for West Africa. Fixed-term appointment for one year, with the possibility of extension.

What you will do
- Develop and update SURAGGWA work plans, planning matrices, results frameworks, logical frameworks, impact pathways, and coordination roadmaps.
- Provide strategic planning guidance to country teams and national Great Green Wall institutions to align national interventions with the regional programme.
- Support results-based monitoring, field activity tracking, data integration, regional progress reports, briefs, dashboards, and GCF reporting.
- Facilitate multi-stakeholder planning workshops and support National Great Green Wall Coalitions, institutional development plans, and capacity building.
- Contribute to climate-related technical work, geospatial monitoring, carbon-sequestration assessments, and identification of suitable carbon methodologies.
- Prepare partner concept notes, proposals, knowledge products, strategic risk notes, and communication materials for programme events.
Requirements
- Advanced university degree in business or public administration, finance, economics, agriculture, development economics, international development, computer science, or a related field.
- At least five years of relevant experience in planning, monitoring and evaluation, financial analysis, business process analysis, and/or systems development.
- Working knowledge of English at proficiency level C is required.
- Intermediate knowledge of another official language at level B is required.
- Experience analyzing strategy, policy, operational, and programmatic issues, including results-based planning, monitoring, and reporting.
- Ability to analyze complex planning issues and integrate them into business-process systems and data-analysis tools.
Nice to have
- Experience working in multiple locations or field positions.
- Knowledge of the Pan African Great Green Wall and activities in the targeted countries.
- Experience with country programming and coordination between national and regional teams.
- French at intermediate or working knowledge level.
