Senior Health Technical Lead/Specialist (Health Systems)

Location: Port Sudan, Sudan; the role requires travel to field locations across Sudan, including hard-to-reach and access-constrained areas, and operating under insecure or volatile conditions.

What you will do

• Provide technical leadership and quality assurance across primary healthcare, hospital services, nutrition, disease management, reproductive and maternal health, and public health programming.
• Lead facility readiness assessments, infection prevention and control protocols, WASH improvements, and continuity of essential services across 420 primary healthcare centers and 10 hospitals.
• Guide health information systems, including DHIS2, EWARS, and HMIS, as well as disease surveillance, outbreak preparedness, digital health, laboratory systems, blood systems, and pharmaceutical supply chains.
• Strengthen health workforces, referral pathways, differentiated delivery models, and the capacity of Ministry of Health and local partner staff.
• Represent the IRC-led consortium in Health, Nutrition, and WASH Clusters and technical working groups while coordinating with WHO, UNICEF, Ministries of Health, and consortium partners.
• Support project reporting, results tracking, monitoring mechanisms, grievance and feedback systems, service transition from SHARE I to SHARE II, and sustainability planning.

Requirements

• Medical degree (MD/MBBS) or a master’s degree in public health, health systems management, or a related field.
• 10–15 years of progressive experience in health systems strengthening and/or primary healthcare and hospital service delivery programming.
• Significant experience in Sudan or comparable fragile, conflict-affected, or access-constrained settings.
• Technical expertise in health and nutrition, including CMAM/IYCF, communicable and non-communicable diseases, reproductive and maternal/newborn health, GBV/SRH, mental health, disease surveillance, outbreak response, and health information systems.
• Experience with World Bank or other major institutional donor-funded health and nutrition projects, Ministry of Health structures, health-sector coordination, data analysis, facility assessments, reporting, and consortium coordination.
• Fluent English required; Arabic is strongly preferred. Ability to travel and work in insecure or volatile conditions in line with IRC and UNDSS security protocols is required.

Nice to have

• Arabic language proficiency.
• Familiarity with health cluster coordination and Health Resources and Services Availability Monitoring (HeRAMS).
