GCF Concept Note Developer (Climate Finance)

Location: Lusaka, Zambia. Candidates must be Zambian nationals or residents of Zambia with a valid work permit.

What you will do

• Lead the development of a full Green Climate Fund Concept Note using the official GCF template.
• Review project idea notes and identify the priority project to advance toward GCF funding.
• Coordinate technical consultations, stakeholder engagement, and validation with the NDA, hirify.global teams, private-sector proponents, and other stakeholders.
• Develop the project theory of change, results framework, and alignment with Zambia’s NDC, NAP, and national development priorities.
• Prepare indicative budgets, financing structures, GCF financing estimates, co-financing sources, risk analysis, and environmental and social safeguards considerations.
• Revise and finalize the Concept Note for submission and support follow-up consultations with the GCF.

Requirements

• Advanced university degree in agriculture, finance, business administration, economics, environmental science, or a related field.
• At least 10 years of experience in climate finance and project or programme design, planning, and monitoring.
• Working knowledge of English at level C is required.
• Must be a national of Zambia or a resident of Zambia with a valid work permit.
• Knowledge of the GCF project cycle, investment criteria, results management framework, and UNFCCC adaptation and mitigation agendas.
• Experience developing GCF Concept Notes, Funding Proposals, or comparable documents for multilateral climate or environmental funds, preferably in Zambia or Africa.

Nice to have

• Specialized training in climate finance, investment appraisal, or project and programme design.
• Knowledge of one or more local languages spoken in Zambia.
