TL;DR
Government Affairs & Public Policy Manager, EMEA (Quantum Computing): Supporting government affairs across Europe through policy research, stakeholder engagement, regulatory monitoring, and participation in public-private partnerships with an accent on quantum computing policy, European institutions, and government funding programmes. Focus on preparing senior-level briefings, coordinating policymakers and regulators, and analysing developments affecting emerging technology and IonQ’s activities.

Location: Oxford, UK; candidates must be based in or willing to relocate to the UK. Regular travel across Europe is required.

What you will do

  • Monitor and analyse European policy, regulatory, political, and funding developments relevant to quantum computing and emerging technology.
  • Support engagement with government officials, regulators, industry associations, and other external stakeholders.
  • Prepare briefing notes, stakeholder materials, meeting coordination, and policy analysis for senior leaders and external engagements.
  • Support participation in government programmes, funding opportunities, public-private partnerships, and industry initiatives.
  • Coordinate government affairs activity with Commercial, Legal, Communications, and technical teams.

Requirements

  • Experience in government affairs, public policy, regulation, political advisory work, government, trade associations, consultancy, or a related environment.
  • Good understanding of European institutions and policy-making processes.
  • Strong research, analytical, and written communication skills.
  • Confidence engaging with internal and external stakeholders in an international environment.
  • Based in or willing to relocate to the UK, with regular travel across Europe.

Nice to have

  • Experience in technology, deep tech, defence, semiconductors, or another innovation-led sector.
  • Additional European language capability.
  • Familiarity with government funding programmes, public-private partnerships, or dual-use technology policy.
