Health Care Financing Senior Advisor - Consultant (Health Financing/UHC): Advising government institutions and health-sector stakeholders on health financing reforms, insurance systems, public financial management, and Universal Health Coverage with an accent on policy frameworks, strategic purchasing, and evidence-based reform roadmaps. Focus on designing financing assessments, digital claims and reimbursement solutions, sustainability strategies, and public-private engagement mechanisms.

What you will do
- Provide strategic and technical advice on health financing reforms, health systems financing, and Universal Health Coverage priorities.
- Support the development and implementation of health financing policies, reform roadmaps, institutional frameworks, sustainability plans, and transition strategies.
- Advise government stakeholders on health insurance systems, risk pooling, strategic purchasing, provider payment reforms, and financial protection initiatives.
- Guide assessments, expenditure analyses, costing studies, fiscal space and financing gap analyses, economic evaluations, and resource tracking.
- Support digital solutions for claims management, reimbursement, budgeting, expenditure oversight, dashboards, and decision support.
- Facilitate policy dialogue, technical working groups, stakeholder forums, private-sector engagement, and quality assurance of technical deliverables.
Requirements
- Master’s degree or higher in health economics, health financing, economics, public health, health policy, public administration, business administration, insurance, development studies, or a related field.
- At least 10 years of progressively responsible experience in health financing, health economics, public financial management, health insurance, or health systems strengthening.
- Senior-level advisory experience with government institutions on health financing reforms and health systems strengthening.
- Experience working with the Ministry of Health, Ethiopian Health Insurance Service, Ministry of Finance, Regional Health Bureaus, and other government stakeholders in Ethiopia or similar low- and middle-income country contexts.
- Strong knowledge of health financing policy, health insurance, strategic purchasing, provider payment systems, public financial management, and Universal Health Coverage.
- Excellent policy analysis, stakeholder engagement, facilitation, negotiation, analytical, writing, and presentation skills.
Nice to have
- Experience with public-private partnerships, private-sector engagement, and provider contracting in the health sector.
- Experience working on donor-funded health programs and providing high-level technical assistance to governments.
- Experience working in Ethiopia or comparable low- and middle-income country settings.
