TL;DR
Project Officer, Grants & Operations (DRC) (Grants and programme operations): Managing grant administration, compliance, contracting, financial tracking, and operational coordination for a sustainable forest and land-use programme with an accent on due diligence, audit-ready documentation, and donor requirements. Focus on coordinating agreements and procurement, monitoring budgets and reporting, and resolving compliance and delivery issues across the DRC portfolio.
Location: Kinshasa office, Democratic Republic of the Congo; regular travel within DRC may be required. Right to work in the DRC and willingness to be based in Kinshasa are required.
The role is full-time at 40 hours per week, with flexible working arrangements applied in line with programme policy and requirements.

What you will do
- Support grants and technical assistance from screening and due diligence through contracting, implementation, amendments and close-out.
- Coordinate grant agreements, task orders, service contracts, procurement documentation, approvals and filing.
- Maintain grant files, trackers, risk records, approval logs and audit-ready project documentation.
- Track budgets, commitments, expenditure, forecasts, payments and disbursements with the programme finance team.
- Review grantee budgets, financial reports, invoices and payment requests, escalating discrepancies and compliance concerns.
- Coordinate reporting, meetings, monitoring visits, workplans, milestones and follow-up actions with grantees, partners and internal functions.
Requirements
- Experience supporting grants, subgrants, contracts or programme operations in a donor-funded programme, international development organisation, NGO or comparable environment.
- Practical experience with due diligence, contracting, procurement, financial tracking, reporting and document management.
- Ability to maintain accurate records, review supporting documentation, identify gaps and follow actions through to completion.
- Experience coordinating with finance, contracts, procurement, compliance, HR and programme delivery teams.
- Advanced Microsoft Office skills, including Excel, Word, PowerPoint, Outlook and SharePoint, plus strong financial and organisational skills.
- Strong written and verbal communication skills in French and English; right to work in the DRC and willingness to be based in Kinshasa.

- Experience with FCDO-funded or other bilateral or multilateral donor programmes.
- Knowledge of DRC institutional, private-sector and civil-society stakeholders.
- Experience supporting grants to local organisations, private-sector partners or community-based organisations.
- Experience with grant management systems, audits or risk-management processes.
- Experience with or interest in environmental programmes and sustainable forest and land-use initiatives.
