Digital Health (DH) Advisor

Location: Based in hirify.global's Addis Ababa, Ethiopia office, with periodic travel within Ethiopia to project sites and regional offices. Applicants must be authorized to work in Ethiopia; visa sponsorship is not available.

What you will do

• Lead the implementation, optimization, and scale-up of Electronic Medical Records and other clinical information systems.
• Strengthen interoperability and data exchange across EMRs, DHIS2, eCHIS, laboratory, surveillance, supply chain, emergency management, and health financing systems.
• Support national digital health architecture, interoperability frameworks, data standards, governance, and information security.
• Strengthen disease surveillance, outbreak intelligence, One Health data sharing, HIV case-based surveillance, and Emergency Operations Center systems.
• Develop dashboards, analytics, and decision-support tools for program performance, data quality, and resource allocation.
• Provide technical assistance, capacity strengthening, and stakeholder coordination for sustainable digital health system adoption.

Requirements

• Bachelor's or Master's degree, or MD, in Public Health, Epidemiology, Health Informatics, Digital Health, Public Health Emergency Management, Health Information Management, or a related field.
• At least 5 years of progressively responsible experience in digital health, health information systems, health informatics, public health, or a related field.
• Demonstrated experience implementing Electronic Medical Records, health information systems, or other digital health platforms.
• Experience with DHIS2, eCHIS, Laboratory Information Systems, surveillance systems, interoperability frameworks, or national digital health solutions.
• Experience working with government institutions, donor-funded programs, development partners, or international organizations; experience in Ethiopia is strongly preferred.
• Authorization to work in Ethiopia is required; visa sponsorship is not available.

Nice to have

• Experience with U.S. Government-funded programs, including DOS, CDC, or USAID.
• Experience with WHO, the World Bank, the Global Fund, United Nations agencies, or other multilateral organizations.
• Familiarity with IDSR, PHEM, One Health, 7-1-7, HIV case-based surveillance, and Emergency Operations Center operations.
