Health Insurance and Health Financing Specialist

Location: Addis Ababa, Ethiopia office; periodic travel within Ethiopia to project sites and regional offices. Applicants must be authorized to work in Ethiopia; visa sponsorship is not available.

Fixed-term, project-funded position with an initial term of 12 months through September 2027; extension may depend on funding and project requirements.

What you will do

• Provide technical leadership for Ethiopia’s health insurance and health financing reforms, including CBHI and SHI.
• Develop the national health insurance pooling roadmap and lead consultations with EHIS, the Ministry of Health, regional health bureaus, and woreda schemes.
• Revise CBHI contribution schedules and indigent-targeting criteria using ability-to-pay evidence.
• Define indicators and business rules for the health insurance decision-support dashboard used by EHIS and Ministry of Health leadership.
• Analyze enrollment, premium collection, coverage, financial sustainability, and risk protection to support provider payment pilots.
• Provide technical assistance, capacity strengthening, stakeholder engagement, policy dialogue, and documentation of lessons learned.

Requirements

• Bachelor’s or Master’s degree in health economics, health financing, public health, economics, health policy, public administration, business administration, health informatics, insurance, development studies, or a related field.
• At least 7 years of progressively responsible experience in health financing, health insurance, health systems strengthening, or public health programs.
• Demonstrated experience with CBHI, SHI, health financing reforms, or Universal Health Coverage initiatives.
• Experience supporting health financing or health systems strengthening programs in Ethiopia, including engagement with the Ministry of Health, EHIS, or regional health bureaus.
• Knowledge of strategic purchasing, provider payment mechanisms, financial risk protection, costing studies, expenditure reviews, and financial sustainability assessments.
• Experience with public financial management systems, National Health Accounts, health insurance management information systems, and digital health platforms.

Nice to have

• Experience with U.S. Government-funded programs, including DOS, CDC, or other federal agencies.
• Experience with the World Bank, Global Fund, United Nations agencies, or other multilateral and development partners.
