Health Financing Governance and Capacity Strengthening Advisor

Location: Based in hirify.global’s Addis Ababa, Ethiopia office, with periodic travel within Ethiopia to project sites and regional offices. Applicants must have authorization to work in Ethiopia; visa sponsorship is not available.

What you will do

• Strengthen governance, accountability, leadership, and stewardship mechanisms for health financing systems and reforms.
• Support health financing policies, strategies, frameworks, institutional arrangements, and public financial management improvements.
• Lead financing, ownership, and institutional arrangements for transition and sustainability plans covering national digital health platforms.
• Design and implement capacity strengthening, workforce development, training, mentoring, and knowledge-transfer initiatives.
• Convene health financing technical working groups and facilitate Ministry of Health reviews of public-private partnership oversight dashboards.
• Coordinate stakeholder engagement, policy dialogue, evidence-based decision-making, documentation, and dissemination of lessons learned.

Requirements

• Bachelor’s or Master’s degree in public health, health policy, health financing, public administration, organizational development, health systems management, economics, development studies, business administration, or a related field.
• At least 7 years of progressively responsible experience in health financing, health systems strengthening, governance, institutional development, organizational capacity strengthening, or related areas.
• Required experience supporting health financing or health systems strengthening programs in Ethiopia, including direct engagement with the Ministry of Health, Ethiopian Health Insurance Service, or regional health bureaus.
• Experience supporting government institutions, public-sector reforms, donor-funded programs, development partners, or international organizations.
• Strong knowledge of health financing, governance, institutional strengthening, public financial management, health insurance systems, and Universal Health Coverage initiatives.
• Strong analytical, communication, facilitation, stakeholder engagement, organizational, project management, and technical writing skills.

Nice to have

• Experience with U.S. Government-funded programs, including DOS, CDC, or other federal agencies.
• Experience with the World Bank, Global Fund, United Nations agencies, or other multilateral development partners.
