Health Economist/Health Financing Specialist

Location: Based in hirify.global's Addis Ababa, Ethiopia office, with periodic travel within Ethiopia to project sites and regional offices. Applicants must have authorization to work in Ethiopia; visa sponsorship is not available.

Fixed-term, project-funded position with an initial term of 12 months through September 2027. Extension may be possible subject to project requirements and funding.

What you will do

• Lead household ability-to-pay analysis and actuarial modelling for Community-Based Health Insurance contribution schedules.
• Produce costing, expenditure, and provider payment-rate analyses for health financing and insurance initiatives.
• Develop analytics and data models for health resource tracking, co-financing monitoring, and program-based budgeting dashboards.
• Prepare evidence, policy recommendations, technical reports, and policy briefs for government review.
• Support data, analytics, and digital solutions for health financing planning, monitoring, and performance management.
• Provide technical assistance and capacity strengthening to government institutions and collaborate with development and implementing partners.

Requirements

• Master's degree or PhD in Health Economics, Economics, Health Financing, Public Health, Development Economics, Public Policy, Statistics, or a related field.
• At least 7 years of progressively responsible experience in health economics, health financing, public financial management, health systems strengthening, or related fields.
• Hands-on experience with actuarial or econometric analysis, economic evaluations, costing studies, expenditure analysis, financial modelling, or financing assessments.
• Experience supporting health financing reforms, health insurance, strategic purchasing, provider payment reforms, or domestic resource mobilization.
• Experience supporting health financing or health systems strengthening programs in Ethiopia, including direct engagement with the Ministry of Health, EHIS, or regional health bureaus, is required.
• Advanced proficiency in STATA, R, or equivalent statistical software, with strong analytical, communication, stakeholder engagement, and technical writing skills.

Nice to have

• Experience with U.S. Government-funded programs, including DOS, CDC, or other federal agencies.
• Experience working with the World Bank, Global Fund, United Nations agencies, or other multilateral development partners.
