Technical Assistance for the Development of the VLTS Project Development Plan (Transport Infrastructure)

Location: Ghana; stakeholder engagement with the 24H+ Authority, government institutions, and project partners across the Volta Lake Transport System corridor.

What you will do

• Review existing technical, commercial, institutional, and planning documentation and prepare an initial Project Development Plan.
• Design and facilitate consultations with the 24H+ Authority, ministries, public agencies, development partners, and private-sector stakeholders.
• Develop an end-to-end roadmap covering feasibility studies, port and landing-site preparation, navigability works, fleet procurement, shipyard development, approvals, concession structuring, financing, procurement, construction, and commissioning.
• Define deliverables, owners, dependencies, timelines, decision gates, coordination requirements, and approval requirements for each project activity.
• Prepare an activity and milestone tracker, stakeholder roles and responsibilities matrix, and risk register template.
• Lead validation of the final plan and implementation tools and incorporate stakeholder feedback.

Requirements

• Advanced degree in engineering, project management, economics, finance, business administration, planning, or a related field.
• At least seven years of experience in project development, transport or maritime infrastructure, transaction advisory, or capital project delivery.
• Experience preparing project development roadmaps, implementation plans, or feasibility studies for large capital projects, preferably involving ports, inland waterways, rail, or multimodal logistics corridors.
• Experience working with government institutions, development partners, aviation authorities, and private concessionaires in complex stakeholder processes.
• Excellent analytical, facilitation, and report-writing skills in English; experience engaging senior government stakeholders in Ghana is advantageous.
• Ability to complete the assignment in approximately six to eight weeks, with an indicative level of effort of 30–35 person-days.

Nice to have

• Familiarity with concession frameworks, climate finance, development finance institution requirements, public-private partnerships, and investment structuring.
• Experience designing lake, sea, or river transport systems and infrastructure.
• Established professional networks supporting stakeholder engagement in Ghana.

• The consultant will coordinate meetings, maintain consultation records, document decisions, and track agreed actions.
• All assignment data, documents, and outputs remain the property of the 24H+ Authority and are treated as confidential.
• The engagement is an approximately six- to eight-week consulting assignment with an all-inclusive fee proposal.
