Technical Assistance for the Development of the TACH Project Development Plan (Air Cargo and Logistics)

hirify.global is supporting the Ghana Jobs and Economic Transformation Programme and the 24H+ Authority on the development of the Tamale Air Cargo and Export Hub.

What you will do

• Review existing documentation, business plans, feasibility studies, concession instruments, and investor materials to prepare an initial Project Development Plan.
• Design and facilitate consultations with the 24H+ Authority, government ministries, aviation authorities, development partners, concessionaires, private-sector stakeholders, and potential anchor partners.
• Develop an end-to-end pathway from project concept through feasibility, approvals, transaction structuring, financing, procurement, construction, and commissioning.
• Define deliverables, owners, inputs, dependencies, timelines, decision gates, coordination requirements, and approval requirements for each project activity.
• Develop an activity and milestone tracker, stakeholder responsibility matrix, anchor partner onboarding pathway, and risk register template.
• Facilitate a validation session and incorporate stakeholder feedback into the final plan and implementation tools.

Requirements

• Advanced degree in engineering, project management, logistics and transport, supply chain, economics, finance, business administration, planning, or a related field.
• At least seven years of experience in project development, aviation, logistics, industrial park development, transaction advisory, or capital project delivery.
• Experience preparing project development roadmaps, implementation plans, or feasibility work for large capital projects, preferably airports, cargo terminals, logistics hubs, or special economic zones.
• Experience working with government institutions, aviation authorities, development partners, and private concessionaires on complex multi-stakeholder planning processes.
• Excellent analytical, facilitation, and report-writing skills in English, with the ability to engage senior government stakeholders and build consensus.
• Availability to complete the assignment in approximately six to eight weeks and around 30–35 person-days.

Nice to have

• Familiarity with air cargo operations, cold-chain and perishables logistics, public-private partnerships, and concession structuring.
• Established professional networks with relevant stakeholders in Ghana.
• Experience developing air cargo hubs or comparable infrastructure projects.
