TL;DR
Grants and Contracts Specialist (Health Systems and Global Development): Administering grants, contracts, subawards, and consultant agreements for a health systems strengthening project in Ethiopia with an accent on donor compliance, partner oversight, and deliverable-based payment tracking. Focus on drafting and negotiating subcontracts, conducting due diligence and risk assessments, and maintaining audit-ready award documentation.
Location: Based in the Addis Ababa, Ethiopia office, with periodic travel within Ethiopia to project sites and regional offices. Applicants must be authorized to work in Ethiopia; visa sponsorship is not available.

What you will do
- Manage grants, contracts, subawards, consultant agreements, and other award instruments throughout their lifecycle.
- Draft and negotiate subcontracts with local EMR implementation firms, technology vendors, and health financing providers.
- Track deliverables, payment schedules, contractual obligations, and result verification requirements.
- Conduct due diligence, risk assessments, compliance monitoring, award reviews, and closeout activities.
- Maintain complete, accurate, and audit-ready award records and support audits and reporting.
- Coordinate with technical, finance, procurement, MEL, government, and subcontract teams while strengthening partner and staff capacity.
Requirements
- Bachelor’s degree in law, business administration, public administration, procurement, project management, accounting, finance, or a related field.
- At least 5 years of relevant experience in grants management, contracts administration, subawards, procurement, compliance, or related functions.
- Experience managing the full lifecycle of grants, contracts, subawards, consultant agreements, or other award instruments.
- Experience with donor-funded programs, international development projects, partner management, compliance monitoring, and risk mitigation.
- Strong knowledge of grants, contracts, subaward management, donor compliance, award lifecycles, risk management, and audit processes.
- Authorization to work in Ethiopia is required; visa sponsorship is not available.
Nice to have
- Master’s degree in a relevant field.
- Experience with U.S. Government funding mechanisms and regulations, including DOS, CDC, USAID, and other federal agencies.
- Experience with World Bank, UN, and other development partner requirements.
- Experience supporting health, governance, or development programs in Ethiopia.
