Project Design Consultant for Legon Pharmaceutical Innovation Park (LePIP) (Pharmaceutical Manufacturing)

hirify.global is engaging a consultant to support the Government of Ghana and the 24H+ Authority in developing the Legon Pharmaceutical Innovation Park.

What you will do

• Review the LePIP pre-feasibility study, the 24H+ Authority's project development process, and materials prepared with the UK-Ghana JET Programme.
• Design an end-to-end roadmap covering feasibility, land and site preparation, permits, transaction structuring, financing, procurement, construction, and commissioning.
• Define deliverables, owners, inputs, dependencies, durations, decision gates, and approval requirements for each activity.
• Identify institutional, regulatory, and resourcing requirements, as well as critical-path risks and mitigation measures.
• Prepare an activity and milestone tracker, risk register template, and the Centre of Excellence work plan, project plan, and implementation roadmap.
• Facilitate stakeholder consultations and a validation session, then incorporate agreed inputs into the final roadmap.

Requirements

• Advanced degree in engineering, project management, economics, finance, business administration, planning, or a related field.
• At least seven years of experience in project development, infrastructure or industrial park development, transaction advisory, or capital project delivery.
• Experience preparing project development roadmaps, implementation plans, or feasibility studies for large capital projects.
• Experience with industrial parks, special economic zones, manufacturing facilities, pharmaceutical manufacturing, or public-private partnerships is advantageous.
• Ability to work with government institutions, development partners, and academic institutions under tight timelines.
• Excellent analytical, facilitation, report writing, and English-language skills are required.

• The assignment is designed for completion within 25 working days from contract signature.

• Progress check-ins take place at inception, draft deliverables, and after the validation session.
