Program Manager (Innovation)

Location: On-site in Vancouver, British Columbia, Canada

Salary: CAD 80,000–100,000 per year, commensurate with experience

What you will do

• Lead the Moonshot Innovation program from the Vancouver office.
• Manage daily operations for federal innovation challenges across NASA, NIH, and other federal agencies.
• Design challenge strategies, scopes, timelines, and success metrics.
• Manage government task-order and corporate bids, proposals, budgets, deliverables, and stakeholder communications.
• Serve as the primary contact for federal agency partners and ensure compliance with NOIS3 contract requirements.
• Build and mentor a small team while preparing to assume full program leadership responsibilities.

Requirements

• 5+ years of program or project management experience in federal contracting, innovation, or business development.
• Experience writing bids and proposals for government and corporate opportunities.
• Strong communication and technical writing skills, including translating business needs into technical requirements.
• Ability to manage multiple engagements, prioritize work, create estimates and timelines, and operate independently.
• Experience influencing senior stakeholders and analyzing legal, compliance, technical bid proposals, and complex projects.
• Strong attention to detail, customer focus, integrity, and sense of urgency.

Nice to have

• US citizenship for US Government project clearance and on-site visits.
• PMP certification or an equivalent program management credential.
• Master of Science degree.
• Business development, corporate partnership, or commercial contract negotiation experience.
