International Expert/Trainer on Small Arms, Light Weapons (SALW) and Conventional Ammunition (CA) Registration Software (SSAs) (SALW&CA PSSM): Designing and conducting two five-day workshops in Dushanbe for Ministry of Defense and Tajikistan Border Troops representatives with an accent on physical security, stockpile management, accountability, record keeping, marking, categorization, storage, and risk management. Focus on reviewing OSCE and national guidance, preparing practical training materials and assessments, and reporting capacity gaps and recommendations.
Location: Dushanbe, Tajikistan; two five-day workshops in November 2026

Programme Office in Dushanbe provides expert and advisory support on small arms, light weapons and conventional ammunition management.
What you will do
- Review documents, international standards, recognized good practices and Tajikistan’s national SALW&CA guidance.
- Develop a detailed five-day workshop programme, presentations, practical exercises, case studies and supporting materials.
- Conduct two five-day physical security and stockpile management workshops for approximately 20 Ministry of Defense and Tajikistan Border Troops representatives.
- Coordinate pre- and post-training knowledge assessments with project staff.
- Prepare a final report covering training activities, evaluation results, capacity gaps and recommendations.
Requirements
- University or equivalent military institute degree in security studies, military affairs, international relations, arms control, defence management or a related field.
- At least 8 years of professional experience in military and security affairs, including at least 5 years working with SALW&CA security, ammunition or arms control measures.
- Proven experience designing and delivering training for military, law enforcement or government personnel, particularly in physical security and stockpile management.
- Knowledge of SALW&CA standards, good practices, documents and commitments.
- Professional fluency in Russian and/or Tajik is required. English fluency is an asset.
- Digital literacy, Microsoft Office proficiency, gender awareness and the ability to work impartially with diverse groups.
Nice to have
- Experience supporting SALW&CA regulations, instructions or technical guidance in Central Asia.
- Previous capacity-building work related to SALW&CA within an international or regional organization.
