TL;DR
Data Analysis, Performance Monitoring, Evaluation, Learning and Accountability Expert (Energy Access): Building performance monitoring, evaluation, learning, and accountability systems for the DRC National Energy Compact with an accent on results frameworks, data quality, dashboards, and stakeholder coordination. Focus on analyzing implementation gaps, developing early-warning and decision-support products, and strengthening accountability across government institutions and development partners.

Location: Kinshasa, Democratic Republic of the Congo, based at the Compact Delivery and Monitoring Unit headquarters within the Prime Minister’s Office; occasional travel to the provinces is required. Candidates must have current work authorization.

What you will do

  • Operationalize the National Energy Compact Results Framework through indicator matrices, data protocols, reporting templates, milestones, and verification approaches.
  • Coordinate data collection, consolidation, quality review, and performance analysis across government institutions, utilities, development partners, and provincial focal points.
  • Track projects, reforms, indicators, and accountability milestones; analyze delays, data gaps, variances, and institutional bottlenecks.
  • Prepare monthly performance dashboards, reports, early-warning notes, decision briefs, quarterly inputs, lessons briefs, and the annual performance report.
  • Define requirements for a digital dashboard or data platform, support data integration and visualization, and strengthen sub-national data systems.
  • Facilitate after-action and adaptive management reviews, support problem-solving meetings, and build counterpart capacity in results-based management and data quality.

Requirements

  • Master’s degree or equivalent in statistics, economics, public policy, social sciences, energy, engineering, or a related field.
  • At least 10 years of progressively responsible experience in monitoring, evaluation, performance management, and learning within development, public-sector reform, or infrastructure programs.
  • At least 5 years of experience designing and operationalizing integrated MEL or performance management systems in energy, infrastructure, public investment, or basic services.
  • Experience with government-led, multi-stakeholder programs and with results frameworks, theories of change, KPI frameworks, dashboards, and implementation monitoring systems.
  • Strong quantitative and qualitative analysis, survey design, sampling, performance analytics, digital data management, communication, facilitation, and stakeholder coordination skills.
  • Fluency in English and French is required, and current work authorization in the Democratic Republic of the Congo is required. Good working knowledge of Excel, Power BI, Kobo/ODK, or equivalent platforms is expected.

Nice to have

  • Familiarity with energy access metrics and the Multi-Tier Framework.
  • Experience in the Democratic Republic of the Congo or Central Africa in energy, infrastructure, governance, or public-sector reform.

Culture & Benefits

  • Full-time 12-month assignment with potential extension subject to performance, evaluation, and available funding.
  • Anticipated start date is October 2026, contingent upon contract award to hirify.global.
  • Integrated work within the Compact Delivery and Monitoring Unit and close coordination with government institutions, development partners, and private-sector stakeholders.
  • Work includes occasional travel to provinces as needed.
  • All formal outputs are prepared in French, with English summaries where needed for international partners and investors.

Hiring process

  • Submit a CV of no more than five pages and a cover letter with at least three professional references.
  • Include a proposed daily rate in USD for a full-time assignment of up to 220 working days per year; personal costs, including housing and relocation, are not paid separately.
  • Shortlisted candidates will be proposed to the Global Energy Alliance for People and Planet and the Government of the Democratic Republic of the Congo for evaluation. Successful candidates undergo safeguarding-focused interviews and due diligence.
