TL;DR
Financial Structuring, Modeling and Investment Mobilization Expert (Energy Finance): Coordinating financing plans, developing and reviewing financial models, assessing project bankability, and mobilizing investment for the DRC National Energy Compact with an accent on infrastructure finance, DFI instruments, guarantees, blended finance, and investor engagement. Focus on resolving financing bottlenecks, preparing decision briefs for senior officials, prioritizing projects, and building the CDMU’s financial analysis and investment mobilization capabilities.

Location: Kinshasa, Democratic Republic of the Congo, based at the Compact Delivery and Monitoring Unit headquarters within the Prime Minister’s Office, with occasional travel to the provinces. Current work authorization is required.

Compensation: Applicants must state a daily rate in USD for a full-time assignment of up to 220 working days per year. The rate must cover personal costs, including housing and relocation; approved work-related expenses are reimbursed separately.

What you will do

  • Coordinate the Compact’s financing plans, portfolio prioritization, financing trackers, and financing-related Action Plan commitments.
  • Develop and review project financial models, structuring options, bankability assessments, and concise model review notes.
  • Prepare investor briefs and support consultations, meetings, roadshows, and engagement with DFIs, commercial lenders, infrastructure funds, impact investors, developers, and local banks.
  • Identify financing bottlenecks and prepare decision briefs covering implications, options, recommendations, and required decisions.
  • Assess opportunities for guarantees, blended finance, results-based finance, and local-currency financing.
  • Mentor CDMU and government counterparts, deliver practical training, and document templates, trackers, and handover materials.

Requirements

  • Master’s degree in finance, economics, financial engineering, business, infrastructure finance, or a related field.
  • At least 15 years of relevant experience in project finance, infrastructure finance, PPPs, financial model review, investment mobilization, or transaction advisory.
  • Experience working with governments, DFIs, development partners, private investors, and implementing agencies in complex multi-stakeholder environments.
  • Knowledge of DFI guarantee instruments, including IDA PRG, MIGA, AfDB AGF, and partial credit guarantees.
  • Strong financial modeling, bankability assessment, decision-support, and stakeholder coordination skills, including experience in Sub-Saharan Africa.
  • Excellent written and spoken English and French are required.

  • Energy sector experience.
  • Experience in the Democratic Republic of the Congo or Francophone Africa.
  • Professional working proficiency in English.
