TL;DR
Senior Program Quality and Learning Officer (GBV/WPE) (POWER Partnership): Coordinating quality, learning, evidence, and adaptive management across six humanitarian country programs with an accent on women-led partnerships, GBV/WPE standards, and locally generated analysis. Focus on designing cross-country learning cycles, strengthening partner capacity and emergency readiness, tracking scope, timelines, and budgets, and translating evidence into advocacy and policy.
Location: Hybrid, with the primary location in Nairobi, Kenya; open to candidates located in Kenya, Uganda, or Burundi who have the right to work in their location. Travel across six countries, including hardship and conflict-affected locations, may be required.

What you will do
- Coordinate technical quality, learning, and adaptive management across the six POWER country programs.
- Oversee survivor-centered GBV/WPE programming, including case management, women and girls’ safe spaces, clinical and MHPSS referral pathways, and social norms work.
- Design and deliver the partnership learning pillar, including cross-country learning cycles, documentation, structured reflection, and evidence generation.
- Track delivery against scope, timelines, and budgets, identify deviations early, and support adaptive management.
- Strengthen women-led and local partners’ governance, financial systems, safeguarding, MEAL, and emergency surge capacity.
- Connect community-generated analysis and program evidence to advocacy, donor engagement, policy positioning, and the next partnership phase.
Requirements
- Advanced degree in social work, gender studies, international development, human rights, public health, law, or a related field, or an equivalent combination of qualifications and experience.
- At least 8 years of professional experience in GBV, WPE, or protection programming in humanitarian and conflict-affected settings, including technical leadership.
- Experience in feminist partnership, localization, program quality or learning, program or grant management, and budget oversight.
- Strong grounding in WPE practice and the IASC GBV Minimum Standards, with sound safeguarding and Do No Harm judgment.
- Experience coordinating multi-country programs and translating evidence into policy-relevant recommendations for donors, multilaterals, and normative bodies.
- Fluent English and the right to work in Kenya, Uganda, or Burundi are required.

- Experience working in East and Central Africa, including Sudan and South Sudan contexts.
