National Advocacy and Government Liaison Manager (Humanitarian Policy and Government Relations): Supporting IRC Ukraine's national advocacy, policy analysis, stakeholder mapping, and institutional liaison work with a focus on humanitarian and early recovery assistance. Focus on analyzing Ukrainian legislative developments, building relationships with government authorities, preparing policy and official documents, and coordinating advocacy with NGOs, donors, and partners.
Location: Kyiv, Ukraine; full-time office work, with hybrid work possible after the probation period. Travel to other locations in Ukraine may be required for up to 30% of the time. The position is open to Ukrainian citizens.

What you will do
- Track and analyze Ukrainian legislative, policy, and political developments relevant to humanitarian and early recovery assistance.
- Conduct stakeholder and political economy analysis covering government, donor, civil society, and partner organizations.
- Support policy briefs, position papers, campaign materials, and advocacy strategy development.
- Build and maintain relationships with Ukrainian ministries, agencies, departments, and regional authorities.
- Prepare official communications and manage documentation for International Technical Assistance project registration and re-registration.
- Represent IRC in NGO advocacy groups, coordinate with partners, and support staff capacity-building on government engagement.
Requirements
- Bachelor’s degree in international relations, political science, foreign policy, development studies, law, public relations, or a related field.
- 3–5 years of professional experience in advocacy, policy, or government-liaison work.
- Experience with research methods, primary and secondary data collection, stakeholder analysis, or political economy analysis.
- In-depth knowledge of Ukrainian government institutions, relevant legislation, policy-making processes, and government engagement protocols.
- Excellent English and fluent Ukrainian communication skills, both written and verbal.
- Strong analytical, strategic, interpersonal, diplomatic, organizational, and communication skills, with the ability to work under short deadlines.
